Abstract

El municipio de Osicala pertenece al Departamento de Morazán, territorio fuertemente golpeado por el conflicto armado, donde muchas familias participaron en el proceso de guerra y en el proceso de paz, razón por la cual en la actualidad existe un capital social que sin duda al observar la estructura sistémica no se ha aprovechado. Bajo este sentido en la actualidad es importante y relevante hacer una “Propuesta Metodológica para impulsar La participación Ciudadana en el Municipio de Osicala, Morazán”, la cual tuvo como objetivos realizar un diagnóstico para identificar los actores y agentes locales claves en la construcción de La Participación Ciudadana en el Municipio de Osicala, Morazán, mapear el capital social e instrumentos locales que posee el territorio para impulsar la participación ciudadana para el desarrollo local, identificar la red local para diseñar la metodología que impulse la participación ciudadana local. Notablemente, en el municipio se han dado esfuerzos por la construcción de esta iniciativa, sin embargo han sido aislados, porque han carecido de un planteamiento estratégico y metodológico que garantice una sistematización de las fortalezas y debilidades que tiene el municipio para trabajar en ese contexto. Por tanto, el trabajo que aquí se presenta no es solamente un ejercicio académico, sino más bien una propuesta de un diseño metodológico que incorpora los agentes y actores locales del territorio con el fin de incluir en la metodología el planteo de una Red. Asimismo, enunciativamente se plateo el supuesto de ¿En qué sentido, la Propuesta Metodológicade participación Ciudadana, es un instrumento para el desarrollo local del Municipio de Osicala? Dentro del proceso de Reforma del Estado los temas de eficiencia, eficacia, transparencia y sostenibilidad han sido sujeto de reflexión y teorización de las instituciones públicas y a los territorios; y dentro de ellas con mayor nitidez en los gobiernoslocales, para el trabajo municipal. La población y sus organizaciones han perdido credibilidad y confianza en sus gestores locales y por lo tanto desean participar en la gestión municipal para garantizar la transparencia, la honradez y la calidad de las inversiones. A partir de ello, se observó que la participación ciudadana deberá ser una agenda permanente y sostenible a nivel municipal, ahora existe la necesidad que el municipio de Osicala, desde la municipalidad impulse el tema con más auge, puesto que se reconoce la trayectoria que ha tenido el territorio en la organización social, la cual es necesario aprovechar esa capitalización, que sin duda se tradujo en una estrategia que ha permitido esta vez plantear una metodología apropiada e incidente en el desarrollo del territorio, y con ello se pueda determinar e identificar una Red de actores y agentes locales que sean el motor para caminar en el marco de la participación ciudadana. Citizen participation as an empowering process of democracy, leads communities to take an active part in decision-making, which lays the foundation for ensuring the good work and therefore maintain a close relationship between the municipalities and the central government and the population. Therefore, research on the subject "Methodological Proposal for involving citizens in the municipality of Osicala, Department of Morazán: A comparative study between Osicala and Meanguera, Morazán" It was important because to some extend could capitalize on citizen participation in those municipalities, as the results have been successful in terms of the application of scientific method and the use of techniques and instruments as well as all the elements that formed the basis to contextualize local development with a sustainable approach. For the contextualization of findings were considered people who reported, as the inhabitants of the area of both urban and rural municipalities, Meanguera and Osicala, Morazán, mayors and municipal council members, as well as local actors and agents, who undoubtedly contributed quantitative elements, which served as input for the purpose and approach for the design and preparation of the proposal. Because research has as main objectives: To make a diagnosis to identify key local actors in the construction of Citizen Participation in both municipalities, mapping the social capital that owns the land, to encourage citizen participation in the context of local development, and finally identify the local network of the municipality. In this sense among the main results was that in both towns the population is aware that citizen participation is a key factor in strengthening democracy and the inclusion of women is essential in the pursuit of gender identity, that the elected municipal councils to ensure local development in a comprehensive manner, to amend the methods used to call to participate and that these calls are in a general way and not focusing on a sector of the population, and that these processes form the basis to strengthen ix participatory democracy in the municipality, contributions that were constructed by technical bases to construct the methodological proposal that served to promote citizen participation in Osicala municipality and other municipalities that wish to take it up and make use of them. So here in citizen participation is defined as "A process by which it achieves an effective civil society participation in decision-making, and implementation of strategic actions that are necessary to solve their own problems and promote the development of their communities along with the local government.” In this sense, the municipality of Osicala within the Department of Morazán, is facing pressing issues currently absent in the context of citizen participation at local level, which is why, this time is presented the research proposal nominated: "METHODOLOGICAL PROPOSAL FOR PROMOTING CITIZEN PARTICIPATION IN THE MUNICIPALITY OF OSICALA, MORAZAN". This aims to provide a tool for local sustainable development to the municipality in question and other municipalities that wish to accept it as a guide.
