Abstract

RESUMEN: Esta investigación “Propuesta de alternativas de apalancamiento financiero “, tiene como finalidad que las alcaldías Municipales de la Zona Oriental del país incrementen la eficiencia en sus operaciones y a la vez se vea beneficiada la población a través de las obras sociales a realizar. La investigación se realizó en cuatro Alcaldías Municipales de la Zona Oriental de los cuatro departamentos que lo integran: San Miguel con la Alcaldía Municipal de San Rafael de Oriente, La Unión con la Alcaldía Municipal de Polorós, Morazán con la Alcaldía de Jocoro y Usulután con la Alcaldía de Jucuarán, con la información recolectada tanto de los estados financieros con el análisis de ratios y la entrevista se pudo conocer la situación actual que poseen las Alcaldías Municipales, en las cuales el fondo otorgado por el gobierno no es suficiente para cubrir todos los gastos de funcionamiento que poseen y muchas veces se ven en la necesidad de tomar el FODES designado a inversión para los gastos de funcionamiento, siendo esto ilegal y son sancionados por infringir el Art. 8 de la Ley de Creación del Fondo para el Desarrollo Económico y social de los Municipios (FODES). Después del análisis de la situación actual de las Alcaldías Municipales se elaboró la propuesta de alternativas de apalancamiento financiero, las cuales fueron: A) La titularización: el cual aún no muchas Alcaldías lo poseen, por el momento solo son cinco Alcaldías del país que lo poseen: Alcaldía de San Salvador, Alcaldía de Nuevo Cuscatlán, Alcaldía de Santa Elena, Alcaldía de Sonsonate y Alcaldía de San Miguel, siendo la Alcaldía de San Salvador la primera en titularizar sus activos, la cual se benefició mucho, ya que tenían mucha deuda con muchas instituciones financieras y proveedores y la titularización le ayudó a amortizar sus deudas. Muchas instituciones financieras hoy en día ven muy riesgoso el prestarle cierta cantidad de dinero a las Alcaldías Municipales por mucho endeudamiento que poseen y si les otorgan lo hacen a una tasa de interés alta y es por ello que la titularización está siendo solicitada porque ha buscado que los costos sean más bajos a los que se pagan con un préstamo bancario. B) Los préstamos bancarios: En la actualidad las instituciones financieras no quieren otorgar préstamos a las alcaldías Municipales y si les otorgan es a una tasa de interés alta, no obstante, siempre sigue siendo un tipo de apalancamiento más usado por todas las Alcaldías Municipales que no poseen la titularización, pero utilizan ese dinero ya sea para reestructurar su deuda o para los gastos (funcionamiento o inversión). C) Asociaciones municipales para un mejor desarrollo socio-económico. (AMUDES): Esta propuesta va enfocada a la creación de Asociaciones entre Alcaldías Municipales, en donde puedan resolver problemas a la población de los Municipios asociados a través de proyectos que contribuyan al desarrollo socioeconómico y a la vez que existan proyectos donde puedan generar ganancia, como lo es, el tratamiento de desechos sólidos a través de un relleno sanitario y con éste a su vez en un futuro podrían realizar otro proyecto de creación de energía eléctrica. Existen ciertas ONG´S que ayudan económicamente a algunos proyectos y aún más si contribuyen con el medio ambiente. ABSTRACT: This research "Proposal of financial leverage alternatives", has as its purpose that the Municipal Governments of the Eastern Zone of the country increase the efficiency in their operations and at the same time the population is benefited through the social works to be carried out. The research was carried out in four Municipal Mayor's Offices of the Eastern Zone of the four departments that comprise it: San Miguel with the Municipal Mayor's Office of San Rafael de Oriente, La Unión with the Municipal Mayor's Office of Polorós, Morazán with the Mayor's Office of Jocoro and Usulutan with the Mayor's Office of Jucuarán, with the information collected both from the financial statements with the analysis of ratios and the interview, it was possible to know the current situation that the Municipal Mayor's Offices have, in which the fund granted by the government is not enough to cover all the operating expenses they have and many times they see the need to take the FODES designated for investment for operating expenses, this being illegal and they are sanctioned for violating Article 8 of the Law for the Creation of the Fund for the Economic and Social Development of Municipalities (FODES). After analysis of Current situation of the Municipal Mayor's Offices was elaborated the proposal of financial leverage alternatives, which were: A) Securitization: which not many Mayors have yet, at the moment there are only five Mayors in the country that have it: Mayor of San Salvador, Mayor of Nuevo Cuscatlán, Mayor of of Santa Elena, Mayor of Sonsonate and Mayor of San Miguel, being the Mayor's Office of San Salvador the first to securitize its assets, which benefited a lot, since they had a lot of debt with many financial institutions and suppliers and the securitization helped them pay off their debts. Many financial institutions today see it as very risky to lend a certain amount of money to the Municipal Mayor's Offices due to the amount of indebtedness they have and if they grant them they do so at a high interest rate and that is why the securitization is being requested because it has sought that the costs are lower than those paid with a bank loan. B) Bank loans: At present, financial institutions do not want to grant loans to municipal governments and if they grant them, it is at a lower rate. High-interest, however, always continues to be a type of leverage most used by all Municipal Governments that do not have securitization but use that money either to restructure their debt or for expenses (operation or investment). C) Municipal associations for a better socio-economic development. (AMUDES): This proposal is focused on the creation of Associations between Municipal Mayors, where they can solve problems for the population of the associated Municipalities through projects that contribute to socioeconomic development and at the same time that there are projects where they can generate profit, such as it is, the treatment of solid waste through a sanitary landfill and with this in turn in the future they could carry out another project to create electricity. There are certain NGOs that help some projects financially and even more so if they contribute to the environment
